（加西网综合）今天周二上午，加拿大总理马克·卡尼的内阁成员在总督玛丽·西蒙的主持下宣誓就职。
马克-卡尼（Mark Carney）总理的新内阁于东部时间上午10:45左右在里多大厅宣誓就职，其中包括二十几个新面孔。
马克-卡尼首相的第二届内阁规模更小、重点更突出，但也是他当选以来的第一届内阁。

新内阁有 28 位部长，13 位是新当选的国会议员。共有 10 位国务秘书，其中 9 位是新面孔。
其中包括前温哥华市长罗品信（Gregor Robertson）、西北地区议员丽贝卡·阿尔蒂（Rebecca Alty）、在前总理贾斯汀·特鲁多（Justin Trudeau）的帕皮诺选区当选的玛乔丽·米歇尔（Marjorie Michel）、加拿大央行前卡尼特别顾问以及高盛首席执行官蒂姆·霍奇森（Tim Hodgson）。
加入前排的还有前广播员埃文·所罗门（Evan Solomon）、律师兼阿尔伯塔省自由党两名议员之一埃莉诺·奥尔谢夫斯基（Eleanor Olszewski），以及工程师兼巴黎综合理工学院枪击案幸存者娜塔莉·普罗沃斯特（Nathalie Provost）。
阿妮塔-阿南德（Anita Anand）接替梅兰妮-乔利（Mélanie Joly）出任外交部长，后者则将前往工业部任职。大卫-麦坚迪（David McGuinty）接替比尔-布莱尔（Bill Blair）担任国防部长。
资深部长商鹏飞（François-Philippe Champagne）、方慧兰（Chrystia Freeland）和多米尼克-勒布朗（Dominic LeBlanc）保留现有职务。
卡尼预计将在仪式结束后，即东部时间下午 1:40 左右发表讲话。
方慧兰担任特鲁多的高级副手长达五年多，去年 12 月，她因与总理的紧张关系升级而辞职。尽管方慧兰在自由党领袖竞选中与卡尼竞争，但她还是在三月中旬卡尼的选举看守内阁中获得了一席之地。
同时，多米尼克-勒布朗成为负责加美贸易、政府间事务和 “一个加拿大经济 ”的部长。在整个竞选过程中，卡尼将自己塑造成与美国总统唐纳德-特朗普打交道的最佳人选，并承诺在加拿大国庆日之前打破省际贸易壁垒。
勒布朗自 2000 年起担任国会议员，自 2015 年起担任内阁成员。他是特鲁多的儿时好友，也是前总督罗梅奥-勒布朗（Roméo LeBlanc）的儿子。
卡尼承诺坚持性别均等，这是他的前任特鲁多开创的先例，卡尼的内阁由14名男性和14名女性组成，不包括他本人。

卡尼决定实施由内阁和部委组成的两级班子，标志着恢复了过去历任总理的做法，但特鲁多没有采用。
总理办公室将其描述为一个由更少的成员组成的更精简、更集中的内阁。
3 月中旬晋升为内阁成员的三名国会议员--阿丽埃勒-卡亚巴加（Arielle Kayabaga）、科迪-布卢瓦（Kody Blois）和阿里-埃哈西（Ali Ehsassi）--已被免职，他们工作时间只有八周半。
特鲁多在12月底大换血时引入的其他部长，包括特里-杜吉德（Terry Duguid）、内特-厄斯金-史密斯（Nate Erskine-Smith）、雷切尔-本达扬（Rachel Bendayan）和伊丽莎白-布里埃（Elisabeth Briere）也不在卡尼的名单上。
不过，两位长期担任特鲁多部长的人将不会加入卡尼的前台。
乔纳森-威尔金森（Jonathan Wilkinson）在2019年至2021年期间担任环境和气候变化部长，并从2021年起担任能源和自然资源部长，他周二在社交媒体上证实自己将退出卡尼的内阁。
威尔金森在 X 发布的一份声明中写道："在过去的七年里有幸为这个国家服务，这仍然是我一生中最大的荣誉之一。“
多伦多警察局前局长、2018 年以来的内阁部长比尔-布莱尔（Bill Blair）也不再是内阁成员。布莱尔最近负责国防事务。
Compass Rose 首席战略官兼董事总经理马尔西-苏尔克斯（Marci Surkes）周一在接受 CTV News 采访时表示，决定谁将进入内阁 “为整个任期定下了基调”。
卡尼的首要考虑因素是 "谁有能力在我国的这一关键时刻做出决定并发挥领导作用？"在贾斯汀-特鲁多（Justin Trudeau）任职期间，苏尔克斯在幕后发挥了关键作用。
与此同时，根据 Nanos Research 的调查，当下议院在本月底返回时，加拿大人最关心的两个问题是如何应对美国总统唐纳德-特朗普以及议员之间的合作。
卡尼的新团队将面临与美国贸易关系恶化的局面。近几个月来，美国总统唐纳德·特朗普与加拿大发动了贸易战，扰乱了汽车、工业、能源和其他各种供应链。
总理还承诺将通过模块化住宅重振加拿大的住房供应，加强与美国以外国家的贸易和安全联系，并限制移民数量。

总理办公室官员表示，“国务秘书”将被邀请参加内阁和内阁委员会会议，但仅限于与其职责相关的会议。
