意思是所有人，和everyone, every ordinary person一个意思。
这个短语的意思有点中文的”阿猫阿狗”的感觉，本质上就是指一帮不重要的吃瓜群众。
eg：Kate's being very selective as to who gets invited to the wedding, as she doesn't want every Tom, Dick, and Harry turning up.
这个短语还可以换成：any Tom, Dick and Harry/ Harriet
eg：You cannot sell a gun to any Tom Dick or Harry, can you?
/Bob's your uncle/
这个短语一般是用在介绍了一系列步骤之后，类似“大功告成”或“完成”的意思，有时也指某件事情很容易。
